Capital Isolated

General Scott moves troops through Maryland but the capital is
virtually isolated due the riots in Baltimore. The President confers
further with Mayor Brown of Baltimore. Lucius E. Chittenden,
registrar of treasury, takes Dr. James Wynne, author and resident
of New York, to White House for conference on conditions in New
York.
