State of Insurrection
President Lincoln, as the crisis mounts, declares that the inhabitants of the seceded states "are in a state of
insurrection against the United States, and that all commercial intercourse, with exceptions, between loyal and
rebellious state is unlawful". This in essence prevents the Union from trading with the Confederate states. This
will be widely violated.
