Confederate Arizona

Confederate Territory of Arizona established by proclamation by
Lt. Col. John Bayor, with Mesilla (NM) as capital, and Bayor as
governor.

Brazil also recognizes the Confederacy on this date.

Tennessee votes to adopt the Constitution of the Confederate
States of America

The steamer, U.S.S. Mohawk, took up a blockade position outside
St. Marks, Florida

Confederate President Jefferson Davis recommended the
promotion of Edmund Kirby Smith and William W. Loring, two
prominent Floridians, to the rank of brigadier general in the
Confederate army.

President Lincoln appointed Gustavus V. Fox Assistant Secretary
of the Navy. Fox, the energetic ex-naval officer who had led the
unsuccessful Fort Sumter expedition in April, became Secretary
Welles' right hand man in the Department. His large acquaintance
among naval officers and forthright, "unofficial" style made him a
useful troubleshooter. By the informal correspondence which he
elicited from the chief naval commanders, the Navy Department
was able to keep in intimate touch with problems in the several
squadrons.

General Robert E. Lee,  is ordered, by Confederate President
Jefferson Davis, to take command of the Confederate forces in
western Virginia, after their recent defeat at
Corrick's Ford. Lee
replaces Brigadier General William W. Loring.
