Income Tax Passed.

The Congress passes the first national income tax. The tax will be
3% on incomes over $800. The bill also raises tariffs.

Lincoln receives memorandum from Gen. McClellan outlining his
plans and state of war. Lincoln also reviews Col. Edward D.
Baker's California Regiment consisting of troops enlisted in New
York

Union forces are withdrawing in New Mexico in the face of
Confederate Advances. The Union troop abandon Fort Stanton.
