Naval Engagement

The U.S.S Vincennes runs the Confederate bark Alvarado ashore
and then burns her near Fernandina, Florida.

President Lincoln approves a wide variety of bills passed during a
special session of Congress including a new issue of bonds, tariff
increase and the first direct income and real estate tax.

The tax law is the first Federal income tax, a 3 percent tax on
incomes over $800, as an emergency wartime measure during the
Civil War. However, the tax was never actually put into effect.
