New Year's Day

The Capital is in a gloomy state. The usual New Year's day
reception is held at the White House but there is apprehension in
the air. Colonel Charles P. Stone is named the Colonel of Staff
and Inspector General for the District of Columbia.

In Charleston Harbor military preparations continue since Major
Robert Anderson has moved his troop earlier to Fort Sumter in
Charleston Harbor.
