The Crittenden Resolution passes in Congress

The Crittenden Resolution is passed in Congress. The Resolution
states that the present war is being fought to preserve the Union
and is not to interfere with slavery. Andrew Johnson, of
Tennessee, moved for adoption of the resolution.

Three Federal commanders take up important posts. Major
General John Fremont takes command in Missouri, Major General
Nathanial Banks, former Speaker of the House of Representative,
takes command in the Shenandoah Valley, and Major General Dix
takes command in Baltimore a hot bed of Southern sympathy.

Robert Hunter, from Virginia, is named Secretary of State of the
Confederacy, Robert Toombs the first Secretary, resigns to take
action on the battlefield.
