of Virginia, is ordered to take over command in Western Virginia.
Specifically in the Kanawha Valley area of Western Virginia. Many
of the counties of Western Virginia are loyal to the Union.

The Federal Cabinet decides that the expenses of the war will be
paid by the Federal Government. It will pay for expenses once the
states have mobilized volunteers.

In South Carolina the 3rd South Carolina Regiment is mustered
into service. The regiment will fight through many major battles in
the war and surrender with Johnston at Bennet House near
Durham.

Richard Selden Garnett was made a Brigadier General in the
Confederate Army on this date. He will be the first General on
either side to be killed in the war.
