Lincoln's Day

President-elect spent a busy day in Washington on the day
before his inauguration. He visited the Senate and conferred on
his appointments. He also held a dinner for his Cabinet. The Army
was making preparations to guard the inaugural.

On the other side of the World Tsar Alexander II issues a formal
proclamation of emancipation for the Russian Serfs.
