Queen Victoria issues a proclamation declaring the Great Britain
will main neutrality in the dispute between the North and South in
America. She also accords to both sides the rights of belligerents.
Charles Francis Adams, the United States minister to Great Britain
arrives the same evening. Adams was sent to keep the South
from being recognized as a belligerent.
