Movement of Officers There is a great deal of movement of officers on both sides. General Joseph E. Johnston is appointed to command the troops at Harper's Ferry under Thomas Jonathan Jackson. Federal General Benjamin Butler is appointed to command at Fortress Monroe in Hampton Roads.
