Arkansas and Tennessee secede from the Union making them the
ninth and tenth states respectfully in the Confederate States of
America. The Arkansas legislature voted 69 to 1 to leave the
Union. Both Houses of the Tennessee Legislature voted to hold a
referendum by the people to decide the issue.
Lord Russell announces in Parliament that Britain recognizes the
Confederacy as a belligerent.
