General John C. Fremont
President Lincoln asks General Fremont to "modify" his proclamation of
August 30, 1861. Fremont had imposed martial law, confiscated the property
of secessionists, threatened the death penalty for certain secessionists, and
called for the emancipation of slaves.
Lincoln with an eye towards keeping the slave state of Kentucky in the Union
felt the proclamation "will alarm our Southern Union friends and turn them
against us"
